BISBEE – Cochise County Recorder David Stevens announced to his staff Friday morning that he is retiring at the end of February, a decision that has stunned county officials and local Republicans.

Stevens, 63, began his third four-year term as county recorder earlier this month and took part in Cochise County’s Jan. 7 swearing-in ceremony. He told the Herald/Review shortly after the announcement that he had fully planned to serve out the entire term and then retire.
