Position Summary
The Equity and Engagement Manager (EEM) is an executive-level position within the Bureau of Planning and Sustainability (BPS) and will play a leadership role to ensure the City's core value of racial equity is incorporated into all bureau policies and programs, to meet and deliver equitable outcomes. The Equity and Engagement Manager oversees the direction and work of the Equity and Engagement Program (EE Program) and staff to provide strategic counsel to the Director and other bureau leadership in the development of policies, programs, and practices throughout bureau operations.
As the Equity and Engagement Manager, you will lead an accomplished team of equity and engagement practitioners to support the advancement of Portland’s most critical policies and programs related to planning, climate justice, materials management, and community technology. This will be accomplished via the following functional areas:
Executive Leadership:- Serve as a subject matter expert on equity, diversity, and inclusion for the bureau and provide strategic counsel to bureau Director, Deputy Director, and Executive Team.
- Provide guidance for implementation of equity frameworks (including Equity Toolkit) to apply a racial equity analysis to programs, projects, and policies, focusing on bureau strategic priorities, and annual budgeting process.
- Be an active and engaged member of the Executive Team and Management Team.
- Lead development of the Budget Equity Assessment Tool and annual report.
- Support program staff with complex racial equity analyses and studies related to land use, climate justice, waste systems and community technology.
- Develop, maintain, and update Racial Equity Roadmap and Racial Equity Toolkit as needed or required.
- Lead bureau-wide development and ongoing accountability for equity key performance indicators related, but not limited to, budget, strategic plans and program work plans.
- Oversee and supervise EE Program staff and workplans, which provide technical support across the bureau for engaging with all internal and external partners.
- Manages the EE Program budget.
- Coordinate with Equity Managers across the City.
- Coordinate with the Office of Equity and Human Rights (OEHR) and other partner bureaus, including understanding the nature of the work their teams are doing, and giving and receiving advice on how we can integrate racial equity into BPS’s work.
- Develop and cultivate relationships on behalf of BPS, with a broad range of community-based organizations and culturally specific organizations.
- Represent BPS at relevant meetings and events.
- Advise and work with the People Services Coordinator, Operations Manager, and Human Resources Business Partner when there is a conflict or personnel issue related to advancing racial equity or involving a person of a protected class.
- Guide bureau-wide equity training for staff and managers.
The Equity and Engagement Program provides strategic and direct support to all bureau programs to ensure racial equity and engagement best practices are achieved. The EE Program oversees the design, implementation and evaluation of the BPS Equity Roadmap and Racial Equity Toolkit to set guidelines and goals for policy creation and implementation, new program development and community partnerships. EE Program staff are stewards of the City-required 5-year Racial Equity Roadmap and assist bureau staff in performing equity analysis on systems, services, and/or programs to evaluate potential inequities and develop long-term goals and strategies to eliminate them.
EE Program staff are charged with supporting meaningful engagement with underserved and under-represented communities, working across City bureaus and with community partners to strengthen policies and practices, supporting organizational culture change through continuous skill-building opportunities/workshops for staff and partners, and providing ongoing oversight and evaluation of internal and external facing initiatives to ensure that equity is embedded into all decisions, programs, policies, projects and processes.

The Planning programs include comprehensive land use, neighborhood, economic, historic and environmental planning, and urban design. The Climate and Sustainability programs includes policy to address climate change and technical services to advance green building and a just transition to clean energy, waste prevention, composting and recycling, and administration of the Portland Clean Energy Community Benefits Fund. The Community Technology programs include regulation of private franchise utilities, administration of the Mt. Hood Cable Regulatory Commission, digital equity and inclusion policy and projects, and Smart Cities PDX.

The following minimum qualifications are required for this position:
- Knowledge of issues surrounding access, equity, diversity, inclusion, and institutional racism and a commitment to understanding and eradicating structural racial inequity.
- Experience communicating effectively and respectfully within the context of varying beliefs, behaviors, orientations, identities and cultural backgrounds.
- Experience developing and implementing strategies to identify, define, and resolve complex equity and inclusion issues.
- Ability to research and prepare recommendations on complex bureau policies, plans and programs.
- Experience managing diverse staff and provide leadership to promote trust, collaboration and partnership between internal and external partners.
- Experience developing and monitoring indicators of organizational culture and engaging employees and senior leadership to create organizational change.
- Education/Training: bachelor’s degree from an accredited college or university with major course work in social justice, diversity, equity and inclusion, or public administration.
- Experience: five (5) years professional experience in implementing diversity, equity and inclusion policies and programs, including at least three (3) years supervisory experience.
- Experience with municipal budget systems, ideally City of Portland budget experience.
