A BILL
To transfer unobligated funds from the United States Agency
for International Development to the Disaster Relief Fund.

1 Be it enacted by the Senate and House of Representa-


2 tives of the United States of America in Congress assembled,
3 SECTION 1. SHORT TITLE.

4 This Act may be cited as the ″Unobligated Spending


5 Adjustment to Focus Investment on Relief and Support
6 for Taxpayers Act’’ or the ‘‘USA FIRST Act’’.

1 SEC. 2. TRANSFER OF UNOBLIGATED FUNDS TO THE DIS-

2 ASTER RELIEF FUND.

3 (a) IN GENERAL.—Any unobligated covered funds


4 shall be transferred to the Disaster Relief Fund to carry
5 out the Robert T. Stafford Disaster Relief and Emergency
6 Assistance Act (42 U.S.C. 5121 et seq.) with respect to
7 major disasters declared under section 401 of the Robert
8 T. Stafford Disaster Relief and Emergency Assistance Act
9 (42 U.S.C. 5170).
10 (b) COVERED FUNDS DEFINED.—In this section, the
11 term ‘‘covered funds’’ means any unobligated funds pre-
12 viously appropriated to the United States Agency for
13 International Development, as of the date of enactment
14 of this Act.
