Trum; President of the United States of America Dear Mr. President, regrettable in essence, poses a real threat to the security of Chiapas and, consequ internal security of the United States, particularly in Florida, a state that has prioiized the fight against organized crime and corruption. It is paradoxical that in Florida —a state led by distinguished figures such as Secretary of State Marco Rubio and Attorney General Pam Bondi— there is now the possibility of granting immunity and diplomatic protection to an individual whose tenure as Governor of Chiapas was marked by negligence, omission, and troubling links to organized crime. Even more alarming is the notion that a diplomatic position could become a reward for someone who, during their administration, failed to implement even minimal measures to manage and control migration, thereby facilitating human trafficking by criminal networks that reached unprecedented levels in Chiapas between 2018 and 2024. Under Rutilio Escandén's administration, Chiapas became a lawless land, where massive migration overwhelmed the state's security, unleashing an unprecedented humanitarian crisis. Hundreds of thousands of people were left adrift, without access to basic services and exposed to cciminal networks operating with total impunity in the region, as extensively documented by the international press, including the Spanish newspaper El Pals. ‘As a former governor of Chiapas and a citizen committed to security and transparency in public service, | have been a constant critic of government inaction in the face of criminal ‘organizations. Despite personal risks —widely documented by various media outlets in Mexico and the United States'— | have defended the pacification of Chiapas, a state where freedom of expression and movement has been systematically suppressed by a govemment complicit with criminal groups. However, the cost of remaining silent is even greater, and thus, | feel compelled to address the U.S. Government publicly. | respectfully request that your administration carefully evaluate the implications of granting asylum and diplomatic protection to Rutilio Escandén Cadenas in Miami. His tenure in Chiapas was characterized by the following: + Alarming increase in violence and criminality: Intentional homicides surged significantly, as evidenced by investigations from Grupo Imagen, Excélsior, and official data from Mexico's Executive Secretariat of the National Public Security System (SESNSP). — 647092 WILLY EXGOBERNADOR DEL * OCHOA ESTADO DE CHIAPAS * Proliferation of armed criminal groups: Chiapas bacame a battleground for ‘among the country's major cartels, resulting in violent clashes, roadblocks, and segregation, as documented by 24 Horas. * Humanitarian crisis: Disappearances, femicides, and forced displacements ‘damage but direct consequences of uncontrolled violence. Over 15,000 people abandon their homes, with some even fleeing to Guatemala for safety, as reported by national outlets like Excélsior. * Institutional collapse and corruption: During Escandén's administration, Chiopas ranked as the state with the highest perception of corruption in Mexico, reaching 88.3%, according to a study by the Mexican Institute for Competitiveness (IMCO). These are just a few examples of the grave security and governance crisis that Chiapas suffered under his tenure. The state became an uncontrollable corridor for drug trafficking, human trafficking, and the transit of individuals linked to extremist organizations such as Al Qaeda, Hezbollah, and the FARC. For these reasons, | respectfully urge your administration, through the Department of State and the National Security Council, to thoroughly review the credentials of Rutilio Escandén Cadenas. | urge you to assess whether his presence in Miami aligns with your government's Principles regarding security, anti-narcotics efforts, and the fight against organized crime. Accepting him as Consul would send a concerning message to the cilizens of Chiapas, Florida, and the entire region: that negligence, corruption, and complicity can be rewarded with diplomatic privileges. For the 5.2 million Chiapas residents abandoned under his administration, this is no minor Issue. Justice demands that such a figure should not receive asylum or protection in the United States, 2 nation that has fong been an example of responsibility and the rule of law. This message is inspired solely by the spirit of freedom of expression, with the utmost respect for the constitutional powers of the Presidency of Mexico and the Senate of the Republic. However, we firmly believe that the appointment of public officials should not be a reward for political loyalties or complicity, The relationship between Mexico and the United States requires worthy Fepresentatives, individuals who embody the principles of justice, good governance, and security, As a former governor and legislator, | have dedicated my life to strengthening institutions and serving my community. | cannot remain silent in the face of a decision that endangers both the citizens of Chiapas and the residents of Florida, [remain at your disposal for any dialogue addgfesing |.
