Letter to DHS on NGO Collusion and Investigation 2.6.25
We would like to congratulate you on your recent appointment as the Secretary for Homeland
Security under the new Trump Administration. We also commend you for the immediate action taken to
overhaul past reckless Department of Homeland Security (DHS) policies by freezing funds that allowed
NGOs freedom to incentivize and facilitate the border crisis,1 especially through FEMA.2 We look
forward to working with your agency to understand the full scope of non-governmental organizations
(NGOs) operations and work toward a permanent solution to end this collusion.
As you know, the border crisis created by the Biden Administration’s reckless immigration
policies paved the way for NGOs, coordinating with the federal government, to aid and abet illegal aliens
attempting to reach and cross our nation’s border. Over the last four years, we saw an unprecedented and
historic increase in illegal crossings at our southern border, resulting in over 10.8 million illegal
encounters by U.S. Customs and Border Patrol (CBP).3
Under the so-called promotion of “safe and orderly migration,” countless NGOs operate within
and across the border to facilitate the transportation and resettlement of these illegal and largely unvetted
immigrants. Not only are NGOs knowingly assisting criminal aliens violating our immigration laws, but
they are operating a human smuggling campaign on the backs of U.S. taxpayers.
This unchecked collusion between federal agencies and NGOs was allowed to thrive under
President Biden and is one of the most egregious examples of the previous administration’s destructive
border policies and mishandling of taxpayer dollars. The Department of Homeland Security (DHS),
Department of Health and Human Services (HHS), and the State Department fund NGOs through federal
grants and contracts, which in turn provide gift cards, plane and bus tickets, hotel rooms, and other
services to illegal aliens turned over by CBP. This has amounted to billions of taxpayer dollars wasted in
the last four years.

For example, FEMA alone awarded at least $2.4 billion to illegal migrants through shelter and
services programs from 2021-2024.4 These NGOs, often charitable or religious organizations, then lobby
the administration and Congress to keep the border open, representing an alarming conflict of interest.
Despite four years of congressional inquiries made to DHS regarding the role of NGOs in the
resettlement of illegal aliens, Secretary Mayorkas failed to provide us with an adequate response or
appropriate materials. Under this Republican majority, we are committed to further investigating the role
NGOs have played in exacerbating the border crisis and reversing the destructive policies of the Biden
Administration.
To further build upon your agency’s efforts to end the flow of federal funds to NGOs, we request
DHS conduct an internal investigation of the total amount of funds granted to NGOs between FY21-FY25
along the following parameters:
1. Federal Grants and Aid: Analyze all federal grants, aids, and appropriations made available to
NGOs, detailing the specific programs and purposes they are intended to serve. Please include a
comprehensive list of any and all NGOs and other charitable organizations that received federal
funding through DHS and if there were any reporting discrepancies in their 501(c)(3) status.
2. State and Local Funding: Investigate whether state and local government resources have been
allocated to NGOs for border crisis management and how these funds are being utilized.
3. Private Donations and Contributions: Examine significant private donations and contributions
to NGOs, investigating any potential funding and reporting discrepancies.
4. International and Cross-Border Assistance: Review any international support received,
including cross-border collaborations and funds from foreign entities, to ensure compliance with
federal regulations.
5. Oversight and Accountability Mechanisms: Evaluate the mechanisms in place within NGOs to
monitor fund distribution and provide accurate reporting back to the federal government and the
public.
To continue pending congressional investigations and inquiries,5 we request you to share all
records and communications your agency discovers during its internal investigation as soon as reasonably

possible. Our efforts will also benefit from the preservation and sharing of all information related to the
previous administration’s policies and procedures regarding its collaboration and coordination with
federally funded NGOs to assist in migrant resettlement services. We additionally request the findings of
this investigation be made publicly available in a comprehensive report, ensuring the American people are
provided with the truth about the use of their taxpayer funds.
This country is ready for policies that will put America first, bring transparency, and restore
integrity and justice for the American people. We look forward to your response and working with you to
achieve these goals.
