Nationwide Border Encounters Surpass 10 Million Under Biden-

Harris Administration

• U.S. Customs and Border Protection (CBP) recorded 170,273 encounters nationwide in July, including
104,116 at the Southwest border (SWB). These numbers remain well above what constituted a crisis for
the Obama administration.
• Nationwide encounters this fiscal year have increased 1.6% compared to this time last fiscal year and
71% compared to this time in Fiscal Year (FY) 2021.
• Since President Biden, border czar and Vice President Harris, and Secretary Mayorkas took office, there
have been more than 10.1 million encounters nationwide and more than 8.2 million encounters at the
Southwest border. By comparison, CBP recorded around 3.1 million such encounters nationwide from
FY2017-2020.
• Nationwide border encounters by the Office of Field Operations (OFO) at ports of entry (110,615)
surpassed 100,000 for the 15th month in a row. This represents an increase of more than 230% from
July 2021, the Biden-Harris administration’s first July in office.
• Over half of all nationwide encounters in July were recorded by OFO. In comparison, only 14% of
all encounters were at ports of entry in July 2021. The Biden-Harris administration is simply playing
a massive shell game by encouraging otherwise-inadmissible aliens to cross at ports of entry instead of
between them.
• 38,000 inadmissible aliens with CBP One app appointments were processed by OFO in July. Since
January 2023, 765,000 individuals have scheduled appointments with the app. 95.8 percent of all
inadmissible aliens who scheduled appointments through the app from January-September 2023 were
ultimately released into the United States on parole.

• Since the program began, 520,000 Cubans, Haitians, Nicaraguans, and Venezuelans have been
mass paroled under the administration’s CHNV parole program at ports of entry. This program has now
been paused due to rampant fraud.

• Via just these two unlawful mass-parole programs


alone, the Biden-Harris administration has released
more than 1.2 million inadmissible aliens into the
United States.
• At the SW border in July 2024, CBP encountered
62,108 single adults, 35,518 family unit
individuals, and 6,323 unaccompanied children.
The Northern Border Crisis Worsens

• Encounters at the northern border in July marked their fifth highest monthly total on CBP record.
Encounters increased over 400% compared to July FY21.

• Northern border encounters this fiscal year have surpassed all of FY21 and FY22 combined.

• Apprehensions along the busiest sector of the northern border, the Swanton Sector, (2,751) increased
over 7,000% last month compared to July of FY21 and over 200% compared to July of FY23.

The Biden-Harris Administration Puts Americans in Danger


• 378 illegal aliens on the terrorist watchlist have been apprehended between ports of entry at the
Southwest border since FY21.
• Additionally, roughly 2 million known gotaways have evaded Border Patrol agents since FY2021. In
testimony before the Committee last year, then-chief of Border Patrol, Raul Ortiz, said the total
number of gotaways could be undercounted by as much as 20%.

• So far this fiscal year, CBP has arrested 30,851 aliens with criminal convictions or outstanding
warrants nationwide, including 446 known gang members, 63 of those being MS-13 members.

• Since the February FY21, CBP, including Air and Marine Operations (AMO), has seized 66,311
pounds of fentanyl coming across the Southwest border.
• This fiscal year alone, CBP, including Border Patrol, has given a Notice to Appear (NTA) to more than
1.2 million inadmissible aliens and released them into our communities.
• In the early morning hours of July 1 in New Mexico, Jesus Sandoval-Martinez, a 21-year-old who entered
the U.S. illegally, was driving under the influence when he ran a red light and crashed into another
vehicle, killing the driver and injuring the passenger.
• On July 3, a Honduran man, suspected of being in the U.S. illegally, fled from a traffic stop and then
broke into a home and stabbed an elderly man in Uvalde, Texas. At the stop, he provided no ID but
gave the name Joel Velasquez. He is still at large.
• On July 28, Jorge Chacon-Gutierrez shot a San Antonio police officer responding to a domestic
violence call. Chacon-Gutierrez entered the U.S. illegally through Eagle Pass, Texas in November of
2023 and was released with an April 2026 court date.
• According to a DHS memo revealed on July 30, more than 1,000 known members of the Venezuelan
gang Tren De Aragua (TdA) are in the U.S. and have been encouraged to attack state and local
law enforcement in our communities.
