Economic Equity Investment Program

The Economic Equity Investment Program (EEIP) was created in 2022 by Senate Bill 1579 to make grant funding available to culturally responsive organizations to provide outreach, support, and resources to eligible beneficiaries. In 2024, the EEIP received an additional $8 million to continue the program through June 30, 2025

The second round of the EEIP awarded $7.6 million in grant funding to 32 organizations across the state that provide economic opportunities in ownership of land and property; entrepreneurship and business development; workforce development; and intergenerational wealth building to disadvantaged individuals. 

Ownership of Land, Principal Residences, and Other Real Property

CASA works to build intergenerational wealth for people who have been marginalized through advocacy, asset building, and affordable housing development. This project will provide down payment assistance for 38 first time homebuyers across the state, all of whom will complete approximately 20 hours of homebuyer / financial education.

DevNW prioritizes building wealth and increasing homeownership attainability for underserved communities in Lane, Linn, and Benton Counties. DevNW will provide HUD approved housing counseling and down payment assistance to eligible beneficiaries.

Habitat builds affordable homes for disadvantaged homebuyers to help them plant roots in their community and begin to build intergenerational wealth. Their EEIP project will support pre-development work on lots owned by rural affiliates that will advance the construction of homes for eligible beneficiaries. 


Hacienda has over 30 years of experience providing affordable housing and supportive services to low-income individuals and families. This project will allow Hacienda to support homebuyers with HUD certified counseling and downpayment assistance. 

RootedHomes utilizes a land trust model and builds net-zero, permanently affordable homes in Central Oregon for low-income individuals.  This project will acquire another piece of property in Prineville that will ultimately result in 25 affordable homes, plus offer down payment assistance to 8 eligible beneficiaries.

For 50 years, NAYA has supported Native youth and families to build financial stability, revive community prosperity and economic well-being, and to reaffirm sovereignty and self-determination. This project will support clients with downpayment assistance, critical home repairs, and scholarships.

UMHS is the 3rd largest nonprofit in Eastern Oregon and provides services to children and families across 11 rural and frontier counties. This project provides mini grants for downpayment assistance and critical home repairs – plus training and counseling – to an existing pipeline of 17 eligible beneficiaries.

SEI is a leading resource provider for youth and families in the Portland area. With extensive experience in developing affordable housing, SEI is committed to creating sustainable solutions for low-income communities. Their EEIP project will develop a 56-unit affordable housing complex on land it currently owns using a land trust model to provide a continuum of housing opportunities for low-income beneficiaries. 

Umpqua CDC is a rural-focused community development corporation committed to
promoting opportunity for all by providing quality housing, community development,
property management, financial services, education, and advocacy to equitably attain economic, social, and environmental sustainability. This project will continue its Resiliency Matching Savings Plan and will also support down payment assistance.

Entrepreneurship and Business Development

Be-Blac works to support and develop the underserved communities in Salem through leadership, convenings, and business assistance. This project a continuation of earlier work and expects to reach 60 eligible businesses, 20 of whom will complete the required trainings and qualify for small business grants.

CCD provides community and business development services to underserved small business owners in Coos, Curry, and Douglas Counties. CCD’s EEIP project will pair intensive technical assistance, access to professional services, and grant/loan capital to local eligible businesses.  

HDP supports business growth in Harney Co and often brings partners together to address complex challenges in Eastern Oregon. HDP will join with 6 other organizations (NEOEDD, Launch Pad Baker, Burns Paiute, Oregon Frontier Chamber, Foundry Collective) to offer technical assistance and direct grants to rural, low-income owned businesses, with a particular focus on childcare and food-based enterprises. 

Livelihood NW fosters business sustainability and growth for historically under-served entrepreneurs and recently became host of the state’s Women’s Business Resource Center. Its EEIP 2.0 project is a continuation of prior work and pairs technical assistance and training with access to grant funding for eligible beneficiaries.

NAMC is a member-based nonprofit that supports businesses in the construction industry with education and business support. NAMC will provide grant funding paired with technical assistance and a workshop series on business development. 

NCFS elevates small business development services to grow a sustainable private sector on the Umatilla Indian Reservation in NE Oregon. This project will provide small business grants to rural, LMI, and tribal eligible beneficiaries, plus purchase a second food truck for their nascent food truck park. 

NWNC works to advance educational and economic opportunities for Native Americans and other underserved communities in Oregon and WA. NWNC intends to pair intensive business technical assistance with high-value capital investments that build up entrepreneurs.

IRCO works to serve the needs of Oregon’s immigrant community by providing resources to become self-sufficient and empower individuals. Their EEIP project will support eligible beneficiaries with IDAs, workforce training, and small business support, and legal services.

PACCO and BACC are culturally responsive chambers who support historically marginalized and economically disadvantaged businesses. Both chambers will implement their Impact Now program to support their extensive network with technical assistance and business grants.

Plaza provides responsive programs to immigrant communities in Lane Co that promote community well-being and business development. Their EEIP Cambios Business Program will provide a weekly business development program that will include technical assistance and grant funding to eligible beneficiaries.


SEDCOR and the Latino Business Alliance (LBA) partnered with Advanced Economic Solutions, Unidos Bridging Community, Chemeketa Small Business Development Center, and the Mid-Willamette Valley Council of Local Governments to implement the Latino Micro Enterprise Development Program (LMDP). The LMDP provides opportunities for business owners to gain critical insights into business management in the Willamette Valley. Participants will receive trainings in mastering the business development knowledge/skills necessary to establish, grow, and sustain a business for long-term success, profitability, and self-sufficiency. 

Urban League of Portland (UL) is one of Oregon’s oldest civil rights and social service organizations and provides wraparound programming to enhance client economic, education, health, and workforce outcomes. This project will support credentialing through its electrical pre-apprenticeship program, which was developed with and is presented in partnership with IBEW Local 48, Oregon Solar Energy Education Fund (OSEEF), and Portland Community College.

WSCAT supports residents of the Warm Springs Indian Reservation through programs that facilitate economic independence, asset building, and workforce training. WSCAT’s EEIP project will provide beneficiaries with services in business development, workforce development, and intergenerational wealth building.

The Next Door provides bilingual and bicultural education and business resources to entrepreneurs in the Mid-Columbia Gorge. The Next Door will provide individuals with financial literacy and other educational programming as well as tuition assistance and stipends.  It will also provide businesses with technical assistance and business grants.   


Workforce Development

AHIVOY supports vineyard stewards in the Willamette Valley through a 17-week Wine Industry professional training program to enhance technical grape and wine knowledge. EEIP funding will support another cohort of AHIVOY’s successful program, as well as provide 30 individuals with quarterly certification workshops, and will again provide stipends to those participating in the cohort. 

Constructing Hope’s Pre-Apprenticeship Program provides disadvantaged community members with trainings in the construction industry. Its pre-apprenticeship program will provide two 10-week trainings in the construction industry with a goal of equipping trainees with the knowledge and certifications needed to gain higher paying skilled industry careers. 

POIC operates workforce programs for eligible beneficiaries, including people who are formerly incarcerated, victims of community violence and/or other high-risk clients. It offers three career tracks (Construction Pre-Apprenticeship, Kitchen Culinary Academy, and Semiconductor Training) and provides access to two $5,000 grants for individuals who show exceptional entrepreneurial potential so they can pursue specialized skills training and/or certifications to further their business plan. This program will continue this successful initiative and will build on the work of upskilling eligible beneficiaries for family wage careers.

Unidos is a Latinx-led organization dedicated to connecting and empowering diverse communities in Yamhill County. They will implement their EEIP program by providing financial literacy classes that cover an array of wealth building topics and youth internships opportunities to build future career skills.

IVFC is a vital community organization in the Illinois Valley dedicated to providing economic growth for residents in the region. IVFC will provide two programs to beneficiaries—one providing workforce support and the other providing tax prep assistance.

PRSG supports immigrant community members with economic and wellbeing opportunities. Their EEIP program will support eligible beneficiaries gain opportunities to economic mobility through their “Economic Empowerment” and “Career Pathways Initiative” program.

Venture Partners’ Capital Allocators fellowship program equips individuals from underrepresented communities with the skills and connections to excel as associates in the venture capital field.  The program is part educational (including credentialing from VC University) and part experiential (where students connect with and work for venture firms).  The result not only provides access to good paying careers but also brings diversity to the pool of decision makers when allocating capital to startup businesses.  


Intergenerational Wealth Building

NeighborImpact will implement the Central Oregon Economic Equity IDA Project, which will provide financial education and short-term IDA matched savings to low-income, rural, and historically marginalized residents in Central Oregon. This program covers a wide range of asset building goals, although the focus is primarily on short term building of financial savings to ensure beneficiary households have emergency resources to deploy during periods of hardship. NeighborImpact is partnering with the Latino Community Association, Father’s Group, and Warm Springs. 

RDI supports community members in Southern Oregon to build wealth and strengthen their business through financial workshops paired with grant funding. RDI will provide personal investment workshops with the opportunities to invest in wealth savings account. Business technical assistance will be paired with grant funding to create or scale a business.
