Thirty-nine people were originally recommended for charges by a Georgia special grand jury that investigated former President Donald Trump’s alleged efforts to overturn the 2020 election in that state, according to a full report released Friday. South Carolina Sen. Lindsey Graham, former national security adviser Michael Flynn and former Sens. Kelly Loeffler and David Perdue were among the new names revealed, more than three weeks after Trump and just 18 others were indicted.

The report, which is 28 pages including appendices, revealed the number of jurors who voted to charge each of the officials with various crimes. The vast majority of jurors voted to charge Trump with many of the crimes listed in the indictment, including RICO charges and solicitation of violation of oath by a public officer.

Jurors also largely voted to charge other co-defendants, such as Trump lawyers Rudy Giuliani, Sidney Powell and John Eastman with RICO violations and other crimes. But there was dissent among the jurors for some of the charges, including potential indictments of Graham, Loeffler and Perdue on RICO violations.

Of the 21 jurors, only one voted against charging Trump, Giuliani, Eastman and Powell with RICO crimes for trying to overturn the results of the election. But while 13 voted to charge Graham, seven jurors voted against charges and one abstained. Similarly, six voted against charging Loeffler (with one abstention) and four voted against charging Perdue. One dissenting juror believed that while former lawmakers Loeffler and Perdue were “pandering to their political base” by lying about election fraud, their statements did not rise to the level of criminal conspiracy, according to a footnote in the report.

Twenty jurors voted to charge Flynn with RICO crimes, though prosecutors did not ultimately include him in the list of co-conspirators. And 16 jurors voted to charge Perdue with false statements and writings, with one dissenter and one abstention. Fulton County did not indict Perdue.

Jurors also considered RICO charges for the people who appeared on an alternate slate of electors, but mostly split evenly on those recommendations. They did vote to charge individuals with other crimes, such as forgery, false statements and writings and filing false documents. Georgia state Sen. Shawn Still and former Coffee County GOP chair Cathleen Latham now face multiple criminal counts.

The grand jury heard evidence from June through December 2022, including from 75 witnesses such as poll workers and state officials.

The report also specified that the grand jury found “no widespread fraud took place in the Georgia 2020 presidential election that could result in overturning the election.”

The indictment that was handed down Aug. 14 charged 19 co-defendants under the state’s RICO act, which is routinely used to prosecute organized crime, and alleged they had taken part in a wide-ranging conspiracy to try to overturn the vote results. Some of the co-defendants were charged with additional crimes, including forgery, impersonating a public officer and conspiracy to commit election fraud.

Prosecutors estimated this week that an eventual trial would take four months, not including jury selection, and include more than 150 witnesses.
