On the computer connection side, its called QOS "Quality of Service" It allows Packets/Data to be prioritized for delivery over other data. All "ISP's" Internet Service Providers have the ability to apply QOS to any IP space. This is done on the router/routing level of data across all networks, remember the Internet is just ONE Big network. All data can be prioritized. The Fiber is the fasted connection, i.e sending data over Light vs. Copper wire which is a lot more Latent "Slower to respond". So Vince is 100% correct on the network prioritization.
