49th Ward Office Resumes In-Person Office Hours on Fridays

Beginning on Friday, August 4th, the 49th Ward Service Office (1447 W. Morse) will resume in-person office hours on Fridays from 9AM-3PM. The office will be closed from 3-5PM on Fridays for a weekly staff meeting. Previously, the office functioned remotely on Fridays. We look forward to opening our doors and giving neighbors more opportunity to connect with staff members. The 49th Ward Service Office is open Monday through Thursday from 9AM-5PM, and Friday from 9AM to 3PM.

The 14th Cycle of PB49 Continues!

There is still time for you to submit Participatory Budgeting ideas! Here is the guiding question: If you could change one thing about our community that would make life better for you, what would it be?
Please keep in mind that Participatory Budgeting (PB) can only fund projects that are infrastructure/physical installations; low-maintenance -- PB cannot pay for staffing; accessible and easy-to-use, and open to the public!
Examples of past PB projects include: outdoor exercise equipment at Loyola Park, improved street lighting, turf field at Mary Margaret Langdon Park, public benches, resurfacing of streets & alleys, and much more!

Clark Streetscape Project Continues
|
|
Work has continued on Clark Street as a part of the Vision Clark Street Corridor plan. This streetscape project will consist of numerous upgrades including infrastructure, pedestrian and traffic safety, and placemaking improvements. These improvements have been designed by the City of Chicago Department of Transportation in close cooperation with community representatives and the 49th Ward Service Office.
Improvements include:
- new sidewalks & parkway pavers
- new street trees
- mid-block crossing to the Howard CTA station
- a renovated plaza at Clark Street and Schreiber Street (24th Police District office)
- the closure of Arthur Avenue between Clark Street and Ashland Avenue to create new public open space
- a landscaped median on Clark Street
- full width roadway resurfacing
- a reconfigured public parking lot at Clark Street and Devon Avenue
- various cosmetic improvements like new pavement markings and neighborhood identifiers
Work on the Clark/Schreiber Street plaza began on July 5th. Crews will:
- Frame and pour sidewalk, landscape curbs, and brick paver base within the police plaza
- Complete installation of electrical conduit and light pole foundations along the west side of Clark from Devon to Arthur by the end of the week.
- Pour remaining driveways, curb, and new concrete bus pad in roadway along the west side of Clark from Devon to Arthur by next week.

Due to ongoing work in the Rogers/Howard area, the CTA has rerouted the #147 bus route until work in the area is complete. Unfortunately, the work has taken longer than anticipated, and the re-route will remain in effect into early August

Street Lighting Upgrade on Glenwood
Construction on lighting upgrades on Glenwood from Albion to Pratt has continued.
This work includes the installation of foundations, boring of underground conduits, cable pulling, the installation of new residential lighting poles with piggy back lights, LED Smart Lighting luminaires, and the restoration of concrete sidewalks and parkways disturbed by the construction. The existing light poles will be removed once the new lighting system is functioning properly.
During construction, temporary “No Parking” signs are periodically installed as required for each activity listed above so that work may be performed safely. These temporary signs will restrict parking during working hours, and residents can park normally after the posted hours and overnight, and usually all day on weekends.
The existing lights will remain working until the new lighting system is functional. Our office has received reports from some residents of nonfunctioning lights, and we are working with City contractors to solve this. If no lighting is observed at night at any time, please notify 311 or the 49th Ward office at 773-338-5796.
The lighting upgrades were a part of the 12th Cycle of Participatory Budgeting in the 49th Ward.
Sewer Main Replacement Project (PN7439):
Construction work at the intersection of Howard, Rogers, and Greenview is still pending. The sewer work at Rogers, Howard, and Greenview is complete, and the intersection has been reopened. However, work will resume in the area in early August to replace the lead service lines into individual buildings. Work has been further delayed on the project due to a shortage of aggregate materials such as asphalt and concrete.
The sewer contractor anticipates starting the reconstruction of the intersection the week of August 21st. All traffic with the exception of one direction on Rogers will be closed to traffic. The roundabout at Greenview and Birchwood will be completed after the intersection work above is completed. Asphalt paving will be scheduled once the DWM In-House lead service line replacement work is completed.
Many concerned neighbors have reached out to our office to let us know of the poor road conditions at the Howard/Rogers/Greenview intersection, and continued inconvenience due to the reroute of CTA Bus #147. We have escalated these within CDOT's in-house construction contractors, and additional gravel will be placed within potholes this week as we await construction work to continue. Please know that our office takes all concerns seriously, and we are advocating for as fast of a completion time possible. People’s Gas Project on W. Pratt between N. Ridge and N. Wolcott
Work on main gas lines has on W. Pratt Ave. between N. Ridge Blvd. & N. Wolcott Ave has been completed! Restoration work from 6500-6800 N. Damen and 1800-2000 W. Pratt will follow later this season.

Amtrak Construction to Begin on Canal St.
Effective August 7th, 2023 through Fall 2024, The Chicago Department of Transportation is replacing the structure under South Canal Street in an 18-month project. It will temporarily eliminate Union Station access by all vehicles between West Adams Street and West Jackson Boulevard. Sidewalks along Canal Street will also be partially blocked.
A new mid-block entrance is now open on South Clinton Street between Adams and Jackson and across from West Quincy Street. It is compliant with disability access laws and leads directly into the station’s Great Hall and Train Concourses. Entrances on the corners of Clinton with Adams and Jackson continue to lead to the Great Hall and trains.
Taxis will pick up along Jackson Blvd. between Canal and Clinton Streets. The ride share and loading zone is along Adams Street, between Canal and Clinton Streets. Customers of Amtrak-ticketed buses will stop on Quincy Street directly across from the new Clinton Street mid-block entrance. Some Greyhound buses also serve this stop.’

Loyola University Fall 2023 Move-In Schedule & Street Closures

Each year, Loyola University of Chicago works closely with the 49th Ward Office and the Department of Streets and Sanitation to temporarily close sections of residential streets near the Lakeshore Campus for thru traffic. This measure ensures the safety of incoming students and Loyola staff and expedites the move-in process.
The fall 2023 move-in dates are from Sunday, August 20th through Saturday, August 26th with no moves occurring on Monday, August 21st and Friday, August 25th.

Free Shakespeare Showing in Touhy Park August 11-13

Since 2012, Midsommer Flight has been producing high-quality, accessible performances of Shakespeare’s plays in Chicago’s Parks with diverse casts and crews for free. They are entirely grant and donation-funded and work in partnership with the Parks District as part of the ‘Mayor’s Night Out in the Parks’ program.
They are proud to return to Touhy Park August 11-13 this year with ‘Cymbeline’ to close out our season! Touhy Park holds a special place in their hearts as it's the park where the company first got its start, and the company has been back every season since.

When Ryan Schuessler, Exhibition Developer at the Field Museum, started work on the new Chicago's Legacy Hula exhibition, he and the team discovered an unexpected link in the Museum's collection to a distant cousin of the Hawaiian royal family who lived in Rogers Park after World War I.

Clark) to hear the story of how an extraordinary collection of Kahili, the sacred royal standards of Hawaiian royalty, came to the Field Museum. 22nd Annual Glenwood Ave. Arts Fest on August 19-20!

Native Sons is a community-centered approach to uplifting and enriching our children offering them positive, powerful & healthy alternatives. Native Sons leaders partner with elementary schools in Rogers Park to offer comprehensive youth programming and activities. Native Sons' goal is to properly guide our children to success and out of cycles of poverty, crime, and self destruction by stimulating self awareness, self esteem, and positive leadership skills.
You can support Native Sons by buying a frozen treat! Native Sons sells sno cones and other food items every Tuesday and Wednesday (weather permitting) from 4PM-8PM at Willye B. White Park (1610 W. Howard). Recent funds have been used to hire a choreographer and rent space for their dance team!
Additionally, Native Sons is seeking support for The People's Ordinance as a part of the Safe Summer Initiative, a movement which aims to save youth from violence and trauma in our communities. The ordinance would request residents to not discharge firearms between 9AM to 9PM; hours in which children and citizens are more at risk of getting caught in crossfire.

2023 Community Services Block Grant Scholarship Program is Accepting Applications!

The Department of Family and Support Services (DFSS) is now accepting applications for our 2023 Community Services Block Grant (CSBG) Scholarship Program.
The CSBG scholarship program provides financial assistance to Chicago residents attending post-secondary education programs during the fall semester of 2023 and has minimum income requirements to meet the eligibility criteria. DFSS is dedicated and committed to making resources available to residents that build stability, support their well-being, and empower them to thrive.
Applications must be received by DFSS via the web-based CSBG Scholarship Application Platform on Friday, August 25, 2023, by 5:00 p.m.

With the first day of school fast approaching, the Cook County Clerk’s Office will be offering extended weekend hours on select Saturdays in August for families seeking to obtain birth certificates to complete their child’s registration for school, sports, extracurricular activities, etc.
The Back-to-School Birth Certificate Day will take place on Saturday, August 19, from 9 a.m. to 2 p.m. at Clerk’s Office locations in Markham, Maywood, and downtown Chicago.

Call to Service: Help Asylum Seekers Coming to Chicago
|
|
On Friday, June 2, a group of faith leaders, alderpeople, and community organizations issued a citywide call to Faith Communities to invite them to join with other communities to commit to housing, supporting, and accompanying migrants who are currently living in police districts. The Sanctuary Working Group of the Chicago Religious Leaders Network has developed a model for how to accompany families and we want to share that model.
If you are interested in being part of this effort, please go to lppchurch.org and fill out the form on that page and submit it. Once you submit it, someone will be in touch within 48 hours.
Individual people or households can also be a part of this effort and you will follow the same process.
Every person or community interested will be required to attend an in person Training/Orientation. The first one is Wednesday, June 7th, from 1-3 pm at Lincoln Park Presbyterian Church, 600 West Fullerton Parkway in Chicago.

Chicago Animal Care and Control Waives Adoption Fees!

Chicago Animal Care and Control (CACC) is experiencing very high intake numbers. Over 200 cats and dogs have been surrendered this week alone.
CACC currently has over 460 cats & dogs in its shelters with more arriving daily. This is a critical time for shelters, and our furry friends could use your help!

You can help fill in the details as a volunteer digital detective.
Join Ace Photo Archivist Rob Case for a Great Chicago House Hunt session. Rob will show you how to use Google Streetview, old phone books and other internet resources to search for clues in photos. No experience necessary, but it helps if you’re comfortable using Google for searches and have other basic internet skills.
Bring your laptop, smartphone or tablet, put on your detective hat, and join the team for a fun afternoon as a history detective in training!

Summer is here, which means it's a great time to start thinking about events for our community alfresco spaces! In Rogers Park, we have two public spaces available for community use. Both spaces, one on Glenwood between Morse & Lunt and the other at Jarvis Square (Jarvis Red Line) are available for anyone in the community, including businesses in the area, to use.
Because both spaces are open to the public and are located in the public way, admission to any events must be free. Food, drinks, or merchandise can be sold with proper permitting and licensing.

Non-Profit Organizations Can Apply for CTA's 2023 Holiday Food Program
|
|
The CTA’s 2023 Holiday Food Program is accepting requests from non-for-profit organizations that serve the homeless community and/or low-income individuals.
All organizations interested in being considered to receive a donation of holiday food boxes must email a formal request by August 22,2023. Requests should include the following information:
- Request should be written on the organization’s letterhead and sent via email to Maria-Teresa Roman at mroman@transitchicago.com
- Request must state their organization’s mission statement, who do they serve, how and why
- Indicate why the organization would benefit if selected to receive a donation of holiday food baskets
- Provide the name/title/office and cell phone number of the organization’s staff person that will be CTA’s contact person
- State their agreement that a staff member will meet CTA staff at their assigned delivery/location time.
The CTA’s holiday food donation will include non-perishable ingredients for a traditional American holiday meal to serve six servings (as indicated by the FDA). These items are purchased with the generosity of funds donated by CTA staff. Based on the funds collected will determine the number of holiday food boxes the CTA Holiday Food Train Program will be able to donate this year.
Organizations selected to receive a donation will be notified by November 2nd.

CTA Seeks Applicants for ADA Advisory Committee
|
|
In alignment with its ongoing commitment to bring equity and inclusion to all aspects of its decision-making, the Chicago Transit Authority (CTA) today announced it is seeking new applicants to join the agency’s Americans with Disabilities Act (ADA) Advisory Committee.
The committee, composed of up to 12 members from across the CTA service area of Chicago and 35 suburbs, is an important part of CTA’s longstanding and industry-leading commitment to accessibility.

The committee is also a vital asset in facilitating dialogue between the CTA and the disability community to explore ways to further improve the accessibility of transit services.
This committee, which was first established in 1993, includes regular CTA riders who reflect a broad cross-section of the region’s disability community, and who share a commitment to representing the interests of persons with a wide range of disabilities.

IHDA Mortgage Assistance Program
|
|
The Illinois Housing Development Authority (IHDA) has extended its mortgage assistance program designed to assist homeowners financially impacted by the pandemic. The Illinois Homeowner Assistance Fund (ILHAF) provides up to $60,000 in mortgage assistance to eligible homeowners—paid directly to the servicer, taxing body, or other approved entity—while homeowners work to regain their financial footing. Whether homeowners have a mortgage, a reverse mortgage, or are mortgage-free, the program can fund past due housing payments and up to three months of prospective mortgage payments.
The program is free, and funds do not need to be repaid. Application, program information, and updates can be found at illinoishousinghelp.org or by calling the ILHAF hotline at 1-866-IL-HELP (866-454-3571).

ComEd Launches New Assistance Programs
|
|
ComEd recently issued the attached news release to announce new and enhanced customer assistance options that will make more customers aware of the help available, provide more grants to help with electric bills, and remove barriers customers sometimes face when accessing assistance options.
ComEd’s new assistance offerings include:
- Catch Up and Save: A two-part program that first provides monthly credits to a customer’s bill to eliminate past-due balances. To help families save on future energy bills, the program also provides a free energy savings kit while supplies last. Each kit includes home products designed to help lower home energy use while improving the efficiency of the home.
- Fresh Start Services: To help customers become aware of and navigate the options available to manage bills and energy use, ComEd offers both online and person-to-person help. This service also offers customers tools that will alert them when their energy use is trending higher than usual and help them be aware of financial assistance programs they may be eligible for.
- Your Neighbor Fund: To be funded by donations from ComEd’s 6,000 employees who proudly work and live in the communities the energy company serves. This fund, managed in collaboration with Neighborhood Housing Services, provides another needed source of grant money to help limited-income families pay their ComEd bill.

OEMC Shares Tips to Beat the Heat this Summer

The Chicago Office of Emergency Management and Communications (OEMC) encourages residents to be prepared for temperatures reaching dangerous levels throughout the summer season. OEMC and city departments are reminding residents and visitors of the resources available to help alleviate the effects so everyone can stay healthy and safe.
Public safety is the top priority of the City of Chicago, and OEMC will work closely with the National Weather Service in Chicago to monitor weather conditions throughout the season.

While summer weather is something to look forward to in Chicago, we should all be responsible when it comes to excessively hot temperatures or extreme conditions that can lead to unhealthy impacts – especially over a duration of time. OEMC continues to monitor weather conditions daily with the National Weather Service (NWS) and will issue alerts for advisories and warnings in the event of extreme conditions.

Cooling Centers and Tips
The City of Chicago’s cooling areas located at the City's six community service centers are activated. The cooling areas operate from 9 a.m. to 5 p.m. all week. Visitors are required to wear a face covering while in the cooling areas. Department of Family and Support Services (DFSS) will provide free face coverings for guests who do not have one and want to utilize the cooling areas.

When the temperatures climb to extreme levels, it is important to check on relatives, neighbors, seniors, and our vulnerable population. If you are unable to make contact, you can request a wellbeing check by downloading the CHI311 app, visiting 311.chicago.gov, or calling 3-1-1. If there is a medical emergency due to a heat related illness, call 9-1-1.
The Chicago Department of Buildings(DOB) advises property owners and building managers to check their electrical and cooling equipment to make sure it is in working order. On days when the heat index exceeds 80°F certain residential buildings must provide air conditioning in all apartments or have an air conditioned indoor common gathering area known as a cooling center. For additional information on the 2022 Cooling Ordinance visit Chicago.gov/cooling.
If conditions warrant, an extreme heat warning will be issued by the National Weather Service (NWS) when the heat index is expected to exceed 105°-110°F for at least two consecutive days. Once issued, the city’s emergency response plan is activated.
Tips to Beat the Heat
- Stay hydrated – drink lots of water, AVOID alcohol, caffeine, sodas.
- Stay inside, if you do not have air conditioning, keep shades drawn and blinds closed, but windows slightly open.
- Keep electric lights off or turned down.
- Minimize use of your oven and stove.
- Wear loose, light, cotton clothing.
- Take cool baths and showers.
- Do not leave anyone (including pets) in a parked car, even for a few minutes.
