A BILL
To establish a minimum temperature for thermostats at the
headquarters of the Department of Energy and the Envi-
ronmental Protection Agency, and for other purposes.

1 Be it enacted by the Senate and House of Representa-


2 tives of the United States of America in Congress assembled,
3 SECTION 1. SHORT TITLE.

4 This Act may be cited as the ‘‘Lead by Example Act


5 of 2023’’.
6 SEC. 2. THERMOSTATS AT DOE AND EPA HEADQUARTERS.

7 (a) IN GENERAL.—The Secretary of Energy and the


8 Administrator of the Environmental Protection Agency
9 shall set all thermostats in the 1 or more buildings com-

1 prising the headquarters of the Department of Energy and
2 the Environmental Protection Agency, respectively, to not
3 lower than 78 degrees Fahrenheit when the air condi-
4 tioning system is in operation.
5 (b) REPORTS.—Not later than 90 days after the date
6 of enactment of this Act, the Secretary of Energy and the
7 Administrator of the Environmental Protection Agency
8 shall each submit to Congress a report describing the tem-
9 perature at which thermostats have been set in the 1 or
10 more buildings comprising the headquarters of the De-
11 partment of Energy and the Environmental Protection
12 Agency, respectively, during the period beginning on Janu-
13 ary 20, 2021, and ending on the date of enactment of this
14 Act.
